Wireless products are required to undergo and successfully complete radio frequency (RF), electromagnetic compatibility (EMC), and electrical safety testing to achieve compliance, with specific regulatory requirements that often differ in each region. For example, products intended for sale in the European Union must comply with Directive 2014/53/EU (the Radio Equipment Directive), which entails assessments for the radio spectrum, EMC, electrical safety, and RF exposure. FAQ

Yes. F2 Labs supports both FCC modular approval and testing of finished wireless products. To clarify, modular approval refers to the independent certification of a wireless module, such as a Bluetooth module, for FCC compliance, enabling its use in multiple host devices without repeated certification testing (only FCC Supplier’s Declaration of Conformity testing [FCC SDoC] would be required on the finished product that uses the preapproved wireless module). In contrast, if an unapproved radio is integrated directly into a specific host device, full certification testing is mandatory. The following comparison chart summarizes the key distinctions:

The appropriate compliance path depends on whether the radio component is certified as a standalone module or as part of an integrated system.

Usually, yes. For example, if a manufacturer integrates a pre-certified Bluetooth module into a smart thermostat, the module’s certification may reduce transmitter-specific testing; however, the finished thermostat must still meet all conditions set forth in the module’s grant. Any changes such as modifying the antenna, altering the enclosure, adjusting the power level, or changing the installation can impact compliance status. Furthermore, the host device, in this case the smart thermostat, may also be required to undergo FCC Part 15 Subpart B emissions testing, as well as adhere to labeling and documentation requirements. That depends on the radio technology, frequency band, bandwidth and how the product will be marketed. Intentional transmitters commonly require FCC Certification under Part 15, while the digital circuitry in the host product may also be subject to Supplier’s Declaration of Conformity requirements. 

F2 Labs can identify the applicable rule parts and coordinate FCC testing and certification.

They are similar, but they are not identical. Wireless products sold in Canada must meet the applicable Innovation, Science and Economic Development Canada (ISED Canada) requirements, including RSS standards, labeling and certification obligations. F2 Labs provides ISED Canada testing for eligible wireless and electronic products.

Wireless equipment intended for the EU market is typically regulated under Directive 2014/53/EU, known as the Radio Equipment Directive (RED). It requires that products undergo assessments that may include evaluation of radio spectrum efficiency, electromagnetic compatibility (EMC), electrical safety, radio frequency (RF) exposure, and, where relevant, cybersecurity compliance. For example, a manufacturer seeking to sell a Wi-Fi and/or Bluetooth enabled medical device in the EU would need to demonstrate compliance with relevant harmonized standards such as EN 300 328 for the wireless standards, EN 60601-1-2 for EMC, and EN 60601-1 for electrical safety. Our Radio Equipment Directive testing team can guide manufacturers through the process by identifying the required standards, coordinating the appropriate testing, and providing a list of required documentation to ensure the specific product achieves RED compliance.

It can. Antenna type, gain, location, cable loss and separation distance can affect transmitter output, spurious emissions and RF exposure. If the new antenna falls outside the conditions of an existing certification, additional testing or a certification filing may be required. Have the change reviewed before production so you know whether the existing approval can still be used.

Not every multi-radio product requires it, but collocation should be evaluated when radios operate at the same time.

Possibly. The answer depends on transmitter power, frequency, antenna gain, separation distance and whether the product is portable, mobile or fixed. Some products qualify for an exemption or calculation, while others require SAR or MPE evaluation. RF exposure should be considered early because enclosure and antenna-placement changes can affect the result.  F2 Labs can help you make that determination.

Sometimes. Models that share the same radio, antenna, enclosure, power architecture and printed circuit board may be evaluated as a family. Any differences that could affect RF output, emissions, immunity, safety or RF exposure must be reviewed before the representative test samples are selected.

Pre-compliance testing is most valuable after the wireless hardware and antenna layout are determined, but before the design is locked in. Early scans can uncover spurious emissions, clock harmonics, grounding problems, and antenna issues while changes are still practical. In addition, F2 Labs provides comprehensive EMC and EMI testing services that address various aspects of electromagnetic compatibility and interference, including radiated and conducted emissions and immunity testing for both digital and mixed-signal products.

Provide the product description, target countries, radio technologies, information on any previous certifications the radio has (e.g., FCC ID, IC ID, EU Declaration of Conformity), frequency bands, maximum output power, modulation types, antenna specifications, operating modes, power sources and available model variations.
