What does this mean? As a primer, I suggest reading an <a href=\"https:\/\/f2labs.com\/technotes\/2016\/08\/29\/ce_en\/\" target=\"_blank\" rel=\"noopener\">article we published about the role of harmonized standards and your CE marking projects<\/a> two years ago.<\/p>\n<p>EN 60204-1:2006+A1:2009 is, for now, the recognized version but eventually we will see the new standard on the official list published in the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=uriserv:OJ.C_.2018.092.01.0001.01.ENG\" target=\"_blank\" rel=\"noopener\">Official Journal of the EU<\/a>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-777\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/EN60204_1.jpg\" alt=\"\" width=\"738\" height=\"230\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/EN60204_1.jpg 738w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/EN60204_1-300x93.jpg 300w\" sizes=\"auto, (max-width: 738px) 100vw, 738px\" \/><\/p>\n<p>Upon review of the new standard I noticed there are differences in some requirements as compared to the superseded versions. That is of course to be expected. However, what I found particularly interesting is the total revision and expounded Annex ZZ in the new version of the standard. See immediately below Annex ZZ from EN 60204-1:2006+A1:2009.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-778\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/60204_1_2006_2009_AnnexZZ.jpg\" alt=\"\" width=\"619\" height=\"632\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/60204_1_2006_2009_AnnexZZ.jpg 619w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/60204_1_2006_2009_AnnexZZ-294x300.jpg 294w\" sizes=\"auto, (max-width: 619px) 100vw, 619px\" \/><\/p>\n<p>Annex ZZ from EN 60204-1:2006+A1:2009 references the specific Annex I EHSR&#8217;s (Essential Health and Safety Requirements) from the <a href=\"https:\/\/f2labs.com\/machinery-directive-testing\" target=\"_blank\" rel=\"noopener\">Machinery Directive 2006\/42\/EC<\/a>. These are the only requirements in the Machinery Directive that can be evaluated against EN 60204-1.<\/p>\n<p>This means, for instance, that the EHSR 1.2.4.1 can be satisfied by applying EN 60204-1 to the machine.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-779\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/MD_AnnexI_1.2.4.1.jpg\" alt=\"\" width=\"743\" height=\"255\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/MD_AnnexI_1.2.4.1.jpg 743w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/MD_AnnexI_1.2.4.1-300x103.jpg 300w\" sizes=\"auto, (max-width: 743px) 100vw, 743px\" \/><\/p>\n<p>1.2.4.1 is listed in Annex ZZ of EN 60204-1. Therefore, compliance with that standard confers the <em>presumption of conformity<\/em>&nbsp;(this is explained in F2&#8217;s <a href=\"https:\/\/f2labs.com\/technotes\/2016\/08\/29\/ce_en\/\" target=\"_blank\" rel=\"noopener\">August 2016 article<\/a>) to the machine for that EHSR, and all EHSR&#8217;s that are linked to EN 60204-1. For every 2006\/42\/EC, Annex I EHSR there must be a corresponding evaluation of the equipment, for that risk, against a harmonized standard or relevant clause from a harmonized standard. As an example, EN 61010-1 is a very comprehensive electrical safety standard that is harmonized to the Low Voltage Directive 2014\/35\/EU. Except for the sole 2006\/42\/EC Annex I EHSR <em>1.5.1 Electricity Supply<\/em>, it cannot be used to validate compliance of machinery to any other 2006\/42\/EC EHSR. (Please see <a href=\"https:\/\/f2labs.com\/technotes\/2016\/06\/03\/the-machinery-directive-or-the-low-voltage-directive-which-one-2\/\" target=\"_blank\" rel=\"noopener\">this article<\/a> from 2016 for an understanding of the relationship between the Machinery Directive 2006\/42\/EC and the Low Voltage Directive 2014\/35\/EU).<\/p>\n<p>Let&#8217;s look at another example. See Annex ZB from another very common harmonized Machinery Directive EN standard, EN ISO 13857:2008 &#8211;&nbsp;<em>Safety of machinery &#8211; Safety distances to prevent hazard zones being reached by upper and lower limbs&nbsp;<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-781\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/13857_annexZB.jpg\" alt=\"\" width=\"877\" height=\"551\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/13857_annexZB.jpg 877w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/13857_annexZB-300x188.jpg 300w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/13857_annexZB-768x483.jpg 768w\" sizes=\"auto, (max-width: 877px) 100vw, 877px\" \/><\/p>\n<p>Annex ZB from EN ISO 13857 lists three 2006\/42\/EC Annex I EHSR&#8217;s: 1.1.2, 1.3.7, &amp; 1.4.1. Notice that none of these are listed in Annex ZZ of EN 60204-1. There are many EHSR&#8217;s on that list and all of them may not be applicable to a particular machine. EN ISO 12100:2010 and the manufacturer&#8217;s risk assessment will tell a manufacturer exactly which of the EHSR&#8217;s are applicable.<\/p>\n<p>But, you are not done at that step. The next step is to identify which harmonized EN standards can be used to evaluate the equipment to a particular EHSR or (as in the case of EN 60204-1) set of EHSR&#8217;s. For example, application of EN ISO 12100:2010 and the performance of a risk assessment may uncover a risk due to a moving transmission part. The manufacturer may then install a fixed guard over the part in order to protect operators and maintenance crews. This is referenced in clause 6.3.3.1.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-794\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/12100.6331.jpg\" alt=\"\" width=\"671\" height=\"415\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/12100.6331.jpg 671w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/12100.6331-300x186.jpg 300w\" sizes=\"auto, (max-width: 671px) 100vw, 671px\" \/><\/p>\n<p>Notice that EN ISO 12100:2010, 6.3.3.1 refers directly to ISO 13857. A very helpful addition is direct reference to the particular clauses in Annex ZZA from EN 60204-1 to satisfy these EHSR&#8217;s. This is because entire standards are not required in order to prove compliance. To illustrate this, we refer to, <em><strong><a href=\"https:\/\/ec.europa.eu\/docsroom\/documents\/18027\/attachments\/1\/translations\/en\/renditions\/native\" target=\"_blank\" rel=\"noopener\">The &#8216;Blue Guide&#8217; on the implementation of EU product rules 2016<\/a>, <\/strong><\/em>section 4.1.2.2, para 9<em>:<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-800\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/blueguidesec4para.jpg\" alt=\"\" width=\"793\" height=\"110\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/blueguidesec4para.jpg 793w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/blueguidesec4para-300x42.jpg 300w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/blueguidesec4para-768x107.jpg 768w\" sizes=\"auto, (max-width: 793px) 100vw, 793px\" \/><\/p>\n<p>The author(s) of EN 60204-1:2018 even made sure to exclude parts of specific EHSR&#8217;s. See below 2006\/42\/EC, Annex I, 1.7.4.2. with &#8216;u&#8217; highlighted.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-798\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/200642ecannexi1742-483x1024.jpg\" alt=\"\" width=\"483\" height=\"1024\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/200642ecannexi1742-483x1024.jpg 483w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/200642ecannexi1742-142x300.jpg 142w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/200642ecannexi1742.jpg 501w\" sizes=\"auto, (max-width: 483px) 100vw, 483px\" \/><\/p>\n<p>A point was made to specifically eliminate the airborne noise requirements in the instructions from EN 60204-1:2018. There are other EN standards that refer to making noise measurements and recording them in the instructions as pertains machinery, but that will have to wait for another article.<\/p>\n<p>Summarizing all the above, i.e., <em>\u201cwhat does this mean<\/em>?\u201d<\/p>\n<p>It means that for every applicable Machinery Directive 2006\/42\/EC, Annex I EHSR there must be a corresponding harmonized EN standard, or a clause from a harmonized EN standard, that is directly linked to that EHSR. Therefore, every EHSR that is identified as applicable to the machinery must be evaluated against a particular harmonized EN standard. This will, typically, lead to a number of EN standards being listed in the Technical File of the machinery, per 2006\/42\/EC, Annex V11 (A.) (1.) (a) (5th indent):<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-812\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annex-1.jpg\" alt=\"\" width=\"783\" height=\"943\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annex-1.jpg 783w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annex-1-249x300.jpg 249w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annex-1-768x925.jpg 768w\" sizes=\"auto, (max-width: 783px) 100vw, 783px\" \/><\/p>\n<p>Your machinery does not benefit from the presumption of conformity without that.<\/p>\n<p>Note that the requirement in Annex VII, (A.), (1.), (a.), (5<sup>th<\/sup> indent) is a different requirement than 2006\/42\/EC, Annex II (1.), (A.) (7.), (8.):<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-816\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annexii_a_78.jpg\" alt=\"\" width=\"842\" height=\"764\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annexii_a_78.jpg 842w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annexii_a_78-300x272.jpg 300w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/annexii_a_78-768x697.jpg 768w\" sizes=\"auto, (max-width: 842px) 100vw, 842px\" \/><\/p>\n<p>And, next, see Article 7 (2.) from the Machinery Directive:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-817\" src=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/article-7-2.jpg\" alt=\"\" width=\"445\" height=\"531\" srcset=\"https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/article-7-2.jpg 445w, https:\/\/f2labs.com\/technotes\/wp-content\/uploads\/2018\/10\/article-7-2-251x300.jpg 251w\" sizes=\"auto, (max-width: 445px) 100vw, 445px\" \/><\/p>\n<p>The common practice is to indicate the main standards used on the declaration of conformity. Backing that up, in the Technical File, should be a chart against Annex I of the Machinery Directive. That chart should indicate every applicable Annex I EHSR, cross-referenced with the harmonized EN standard (or clause from the standard) to show it was evaluated. And, usually, in Annex ZZ of the standard you will find a list of Annex I EHSR\u2019s that are linked to the particular standard.
